Minister for Justice and the Reform of the Construction sector Jonathan Attard and Minister for Education, Sport, Youth, Research and Innovation Clifton Grima announced the launch of a new course, at diploma level, in construction management. This course is being held in partnership between the Building and Construction Authority (BCA) and the University of Malta, and is two years long on a part-time basis.
Minister Jonathan Attard explained that this course goes hand in hand with the Government’s vision of continuing to increase quality within the construction sector. In fact, he explained that this milestone is part of a chain of other initiatives launched by the Building and Construction Authority in recent months. Among these initiatives, he mentioned the licensing of contractors and builders, work on the first set of the National Building and Construction Code and the skill cards.
“Change in the construction sector cannot happen without strong and trained human resources. This is why the Government is investing directly in workers within the Authority, by offering and financing a Diploma course in Construction Management, aimed at strengthening their competences. This course, designed to strengthen competences and technical knowledge, reflects our belief in the potential of workers. The future of the industry lies in the hands of prepared and motivated people, and this course is a clear step in that direction,” said Minister Jonathan Attard.
Among the subjects to be taught during this course are: regulatory processes in Construction, Health and Safety, Management skills, Building Regulations, Management principles and Contracts, and Risk Management. In order to be eligible to apply for this course one must be in possession of a Matriculation Certificate and Secondary Education Certificate at Grade five or better or a Secondary level Certificate at Grade three in Maltese, English and Mathematics. However, those who do not have qualifications may still apply, but will be interviewed in front of a specially appointed board.
Minister Clifton Grima said that this course is a clear example of how education can directly respond to concrete needs of the industry and the labour market. “As a Government we will continue to invest in practical education, which prepares our people for a safer, sustainable and competitive future by training more specialised professionals. This not only strengthens the quality and safety of construction projects, but also offers students and workers the chance to advance in their career. On his part, the CEO of the Building and Construction Authority, Architect Roderick Bonnici, explained that the work related to this course was carried out by the education unit within the Authority. He said that over the last two years, the section has been set up, an account has been taken of all the shortcomings in the industry in terms of education, teaching and development of workers.
“That is why we sat with the University of Malta to create this course, at level five of the educational framework, specifically for BCA employees and workers within the industry. All participants of this course will be receiving information about the industry holistically, and also about construction processes and laws. In recent months we have also launched the process of drafting the first national building and construction code, so this course and this code go hand in hand,” concluded Chief Executive Roderick Bonnici.
Meanwhile, those interested in applying can do so on the University of Malta website. Once one completes this course, one will be given 70% back through the Get Qualified scheme. Employees within the Building and Construction Authority will be able to take this course for free.
