The licensing of contractors regime that will regulate demolition, excavation and construction comes into force.

The purpose of this notification is to inform you of the changes carried out to the three Demolition, Excavation and Building Works forms of the method statements. The new forms are in line with Schedule 4, 5 and 6 of the Subsidiary Legislation 623.06 and should guide and facilitate the work of the architects when submitting all the required information. This will result in faster processing of the statements by the Authority’s reviewers.

The Building and Construction Authority is taking the initiative to organise a two-day course on energy efficiency in Maltese buildings. This training will be open for Energy Performance of Building assessors, building professionals, tradesman, and stakeholders in the building industry.

The Ministry for Public Works and Planning together with the Building and Construction Authority are publishing an updated draft of “Document F” for public consultation. “Document F” sets out the minimum requirements for buildings that are being renovated and new buildings to work in the most efficient way in the use of energy.

The Minister for Public Works and Planning Stefan Zrinzo Azzopardi has announced that the legal framework for the Contractors Licensing system has been completed. The Legal Notice will now be sent for the scrutiny of the European Commission so that applications can then be opened for contractors in the fields of demolition, excavation and construction.

During last year, 2023, the Building and Construction Authority Enforcement Officers conducted 10,457 inspections on construction sites. A number of these inspections were random inspections, while the remaining were inspections against a report from the public.

Demolition and excavation works will be banned from tourist areas between 15th June and 30th September 2023. This initiative which is being co-ordinated between the Building and Construction Authority (BCA) and the Malta Tourism Authority (MTA) takes into account the inconvenience that construction sites have on the surrounding neighbourhood.
